- The Protection and Guard Service (S.P.P.) and the Ministry of the Interior and Administrative Reform (M.I.R.A.) are carrying out joint training sessions in March for the purpose of enhancing the capacity of cooperation and reaction during the Summit in April.
On Monday, 3 March, a large
number of agents from M.I.R.A and S.P.P. were deployed at the entrance
to Herăstrău Park from Charles de Gaulle Square. In a matter of
seconds, the passersby got involved, with their consent, in a potential
theatre of street violence.
The scenario according to which the tactical training exercise was carried out involved an official visit to Herăstrău Park, interrupted because of demonstrations which escalated into clashes with public order forces.
When turbulence emerged, the SPP officers who provided protection for dignitaries had to safely evacuate the officials who were attending the event in the scenario.
Simultaneously, M.I.R.A. counter-assault team took action in order to restore order. The following actions were simulated: negotiations with the demonstrators, dispersing the rioters, detaining the individuals who caused damage and attacked the public order forces. At the same time, M.I.R.A. agents were responsible for extinguishing the fires and evacuating the injured persons. Their mission was completed after they had controlled the entire area and assisted the teams of judicial inquirers in drawing up documents prior to starting the criminal inquiry.
The exercise was appreciated by the organizers and had the purpose of testing and enhancing the capacity of cooperation and reaction of the forces that provide security for the NATO Summit to take place in Bucharest in April.
More tactical exercises are scheduled for this month, involving all the institutions in charge of the summit security.
