Joint Exercises on „Henri Coandă” International Airport, with a view to preparing the NATO Summit in April 2008

Officers from the Protection and Guard Service, the Romanian Intelligence Service, the Ministry of Defence, the Ministry of the Interior and Administrative Reform, and representatives of the customs service and of „Henri Coandă” International Airport involved in the security measures for the North-Atlantic Summit to be held in April in Bucharest presented on Friday, 14 March 2008, a joint exercise on the airport, with a view to increasing the cooperation and reaction capacity at the inter-institutional level. 

The organizers simulated the security measures upon the arrival of official aircraft and the intervention in case of a call for medical support received from the official aircraft commander. The forces rehearsed both the intervention procedures in case of an aviation incident at the airport, and the personnel access procedures for the Official Lounge of the airport.    

  1. Simulation of the protection and security measures upon arrival of official aircraft

The exercise included the simulation of an official aircraft arrival in security conditions that are similar to those established for the Summit in April.

All the persons and vehicles that entered the security area, including the vehicles from the official motorcades, the embassy vehicles, police vehicles and even ambulances were checked by the security search teams of the Protection and Guard Service and of the Romanian Intelligence Service. The airport security search and anti-hijacking teams of the Romanian Intelligence Service were also involved in providing security.

According to the NATO security standards, some time before the landing, surveillance and air reconnaissance measures were carried out, the runway ends and the area adjacent to the airport were checked (these measures being the responsibility of the Defence Ministry).

After landing, the aircraft was guraded by forces of the Antiterrorist Brigade of the Romanian Intelligence Service, and the official motorcade of the Protection and Guard Service, escorted by a „Follow Me” vehicle of the Airport Security Service, drove to the aircraft in order to take over the delegation. After the motorcade left, the customs and border police authorities checked the travel documents and carried out customs formalities.

  1. Simulation of intervention in case the official aircraft commander calls for medical support

In this case, the airport Control Tower immediately notified the relevant airport security personnel, and the aircraft was moved in order to facilitate access of the ambulance. The ambulance and the paramedics took over the emergency at the aircraft and, depending on the result of their evaluation, they were able to decide as to whether they should take it to hospital or to the medical consulting room of the Official Lounge. In this special case, the motorcade took over the delegation from the aircraft after the ambulance had left.    

  1. Rehearsal of procedures in case of aviation incident at the airport.

The relevant security forces rehearsed the intervention procedures in the airport area in case of aviation incident: immediately notifying the representative of the Interior Ministry – Ilfov Inspectorate for Emergency Situations and the medical consulting room of the Official Lounge. The fire engine approached the aircraft, the team being ready to take action.

  1. Rehearsal of personnel access procedures for the Official Lounge of the airport

Access of the persons who came for protocol welcoming, of mass media representatives or of auxiliary personnel was allowed on the basis of credentials, badges, rosters, identification marks established by the authorities. Those who were allowed access to the Official Lounge were then submitted to security search through the filter of the Romanian Intelligence Service. After security search, the press was deployed to the specially designated area.   

Two surveillance and air reconnaissance helicopters of the Defence Ministry overflew the area throughout the exercise.
